The Children of Chornobyl Relief and Development Fund shall make every effort to secure the highest quality pharmaceuticals, medical technology, humanitarian commodities and professional services to benefit the people and medical institutions of Ukraine as well as other nations which suffered the consequences of the Chornobyl nuclear disaster. In furtherance of this policy, CCRDF shall adhere to the following operating procedures:
- To the greatest extent possible, CCRDF will seek and procure commodities which can have an immediate and substantial impact on the health and wellbeing of its targeted population.
- Any pharmaceuticals delivered by CCRDF must have expiration dates at least six months beyond the time of delivery to their point of destination in Eastern Europe. Any exceptions to this requirement must be explicitly approved by the US Government, the Ukrainian Ministry of Health, Pharmacological Committee or other federal agencies with jurisdiction over such shipments.
- Any moneys received from the US Government or its contractors shall be used strictly for the procurement of commodities and services offered only by US vendors.
- CCRDF will not accept used equipment or technology without verification that it is serviceable and in good working order. Procurement officers must review service records to identify any possible chronic problems that might undermine the durability of such equipment.
- Used as well as new equipment delivered to Ukraine must be accompanied by operating manuals, protocols and at least a one-year's supply of essential spare parts, reagents, etc.
- Whenever possible, CCRDF will seek to obtain service contracts and training programs for in-country operators of donated equipment.
- CCRDF will seek commodities and services which can deliver substantial if not quantum improvements in the quality of care for local populations.
- CCRDF will supervise and periodically monitor the utilization of equipment, medicines, and supplies to ensure that it is being made available to the broadest possible population at no cost.
- All equipment, medicines and supplies accepted by CCRDF must first be approved and authorized by the Fund's Medical Advisory Committee.
- All medicines must be delivered with certificates of analysis and must be cleared by customs and the Pharmacological Committee prior to entering the country.
